Detailed Description:
Money from the security council SHOULD NOT be given to ANY country that is in the top 100 list. This is graft, these countries just by being in the top 100 have shown they know what they are doing and shouldn't need the money. IF a proposal from these countries is for DISASTER relief I might under stand it, however, they are currently just sending notes in to see if they can pick up a few trillion for no work at all. THIS MUST BE STOPPED.
