Detailed Description:
It is time that war level restrictions are removed beyond level 3 and all presidents be allowed to make war past that level. War protection should be removed for all empire countries except the main when taking offensive action. War training c3's should be established for new members to hone their skills before leveling up past war level 3.

This is already done. On Fearless Blue, the war world, there are no level limitations any more, at war levels 3 and up.
