Detailed Description:
I propose that when a country is invited to join a federation or a common market they have the option to decline or accept. The same way we can decline or accept trade agreements, population transfers, and direct sales. This way, common market and federation member lists would not be indefinitely clogged up with a bunch of "invited" members who have no intention of joining. Also, if a person does not reply within one REAL month, the invitation is automatically retracted and the country or enterprise is also removed from the list. A real world month is more than ample time to decide whether or not to join a federation or common market. And a person can always ask to be voted in sometime in the future if they change their mind.
