Detailed Description:
Currently you can only set new corporations salaries to 30-200. If CEO corporations in a country pay a high salary,or if you choose to have a high wage economy. Then you can not open new corporations, they close down from debt because hiring levels stay too low for too long, you must use wage boosters to open a new corporation.
I propose that we should be able to set new corporations salaries within a reasonable range of the average of all the salaries of the corporations in the country. Wages will still rise and fall slowly you can just pay new corporations salaries that all the other corporations in the country.

W3Creative reaction: An option to build new corporations with a starting salary which is the average salary in your country seems like a good idea seeing as right now new corporations tend to fail in their starting months because their salaries are so much lower than the existing corps salaries. Will be added.
