Detailed Description:
This is about smaller councils similar to the security council like at every region continent or just a random group of countries there should be like a council that is optional to be in and the council could work together to help people and collect money if like a disaster occurs and a member is in trouble and the council could vote on a name or a chairman and stuff so vote yes for councils like the North Atlantic Nations in real life in the game or vote no for the same old!!

Instead of adding yet another mechanism and yet another type of grouping of countries, we will add such features to federation, allowing countries to choose for the features they want in the federation and introducing a new federation idea that does not limit itself to defense.
