Refine numbers of housewives and disabled Status: We agree

Detailed Description:

Currently, back to work schools can only handle 5,000 housewives per month. After a certain population point, you are generating more than 5,000 housewives per month, so you have a continually-escalating population of housewives. I propose to remove, or raise, the cap of back to work schools and special clinics.
On note of the special clinics (for the disabled), they do not treat enough workers. For their cost they should treat many more workers, or offer them as an add on to hospitals (many hospitals have "cancer ward", "children's" ward", etc). I propose special clinics be changed into a hospital add on. More hospitals allows more wards which can treat more of the disabled. This allows the hospital and treatment ward to share costs, share some staff, yet still service both arenas, much to the joy of presidents, CEOs (who would get access to more workers), and everyone.
Back to work schools could function the same -- as parts of Universities. The more universities you have, the more back to work schools you can run. They should share some staff, too, to keep costs reasonable.
Yes: Special Clinics and back to work schools should treat more citizens and have their caps raised in proportion to the population.
No: Keep things the way they are.
