Detailed Description:
I propose that when a player takes a country that has several million people that there be a greater degree of freedom in how the population can be transferred. Currently it is only possible to directly transfer population if the sender country has 30M or more people. I propose that number be dropped to 20M. In addition, once the minimum for direct transfer is complete it is then possible to trade for coins an additional 10M people as long as that country has 20M or above. I propose that number be dropped down to 10M minimum population. The rest of the 3-4M that makes up the difference between a C3 and a conquered player country could be the only number of people lost when an account officially expires. I believe the greater degree of freedom is necessary because 10-13M people per player country being lost is far too many when an account expires. It adversely affects the economy and it presents an unreasonable roadblock to players seeking to maximize their conquered country. I don't believe it gives an unfair advantage to those who are seeking to up their population as the maximum population is still 100 million per country. It only means a more efficient means of reaching the max as well as a saving in coins as a player has to purchase all population above 7M for a beginner country.

Reducing population from 30 millions is very bad for a country and the only reason people would want to do so is for gold coins. The productive age groups are depleted and population will then keep declining for a long time. We think in fact that 50 millions is a much better population number and that good presidents should try to increase numbers.
One way to do let numbers free will be to let the empire leader declare that he wants the freedom but not for gold coins and that he does not want any gold coins from such transactions to be added to the account. That will be a conclusive proof that the motivation is not gold coins but some other strategy.
