Detailed Description:
I don't think Enterprises should have to pay a penalty for closing/moving a corporation if the country has a severe shortage of workers. I propose that if a country is short by more than 33% for any worker class that there should be ZERO penalty for moving/closing a corporation. For example: Country X needs 100,000 HLW to have full employment but only has 50,000. Then corporations could be closed/moved without penalty. Vote YES if you want to be able to close corporations in poorly run countries without paying a penalty. Vote No if you like paying $$ to crappy presidents.

We have already reduce the amount paid in that case and the idea to link the amount to shortages of workers is good. We will add to our wish list.
