Detailed Description:
I'm working in a very low-bandwidth country, so minimizing the size of a file I need to download is really important. Download speeds are often in the 3K speed range on a 56K modem. (Don't even ask what it takes to get a 112K line, I'm still hoping for regular electricity and consistently running water.) Most pages have command options, but those options are at the bottom of the page, not the top. For example, to post a new message to the forum, I have to download the list of all threads ever posted to that forum topic! Please start moving the command display blocks to the top of the page, so I can invoke the command before the rest of the page loads. Thanks!

We agree. Many pages are already updated. We will keep improving it every time we upgrade a page. The new site map file has several forms of which one is very short. It can help a lot in reducing the search for links.
