Detailed Description:
Premium Members, who own more than 1 country, should be able to facillitate the emigration of professional workers between those countries irrespective of population size. It should not need to be on an "exchange" basis. This would provide a better utilisation of human resources. If you agree with this proposal please vote YES.

This could be a great feature. It should be part of an empire wide responsibility of the player to all the countries and not as a way to empty a country out.
We will add an empire wide welfare index that should influence all countries in the empire and if one is not taken good care of, will cause a decline in all countries.
In such a setup, the exchange between countries in the empire should be much easier.
