Detailed Description:
i propose a selection process for when you purchase population from the game master(countries excluded) that as a purchaser you would be able to have a set percentage of said population put in the job positions that the president wants them...i.e;20% of 1M is able to be put into the necessary positions for that certain country...i find that more often than not you don't really ever get what you truly need in a pop transfer...vote yes please and thank you for your consideration of this ballot, yay or nay

We do not think that the game master should in fact be involved in population transfers. We will make it possible to trade professionals between players on the free market without game master being involved.
