Detailed Description:

we should be able use nukes on a non presidential country because it makes it easier to win wars and able to experience using nukes

W3Creative reaction:

C3 wars are intended to show the fighting capability of the president and simply using nuclear weapons is not a measure for a higher war level. The wars are quite simple as there is no risk of a counter attack.

New war levels will be introduced with counter attacks taking place from the C3 country. At these levels, the use of nuclear weapons might be possible.
