Detailed Description:
Nuclear attacks must be stronger. I think that after attack at least 50% of targets citizens must die. Also now when you attack the destroyed target again even it has millions people nobody dies..

The number of casualties should relate to the probability of a successful attack. In our world, many casualties in such attacks are expected, but an attack is not expected.
In Simcountry, there are quite some attacks, maybe too many, and the number of casualties is lower.
We will look into it and may tune the numbers.
