Detailed Description:
Sometimes trying to deactivate defensive weapons I receive a message "Sorry, your defense is too weak. You cannot deactivate defensive arms since this would leave your country almost undefended". So, let ME DECIDE weather MY DEFENCE is weak or not! I AM THE PRESIDENT, and I AM IN CHARGE of DEFENCE!!! Please VOTE YES to remove those restrictions!!!

We will re-evaluate the conditions and make it easier to deactivate. This limitation is dated from a time when it made sense. It is becoming obsolete.
