Detailed Description:

In the light of the nuclear war on GR, the artificial limit on the amount of relief resources that can be created is too low to allow all required resources to be created locally. as such, the limit should be increased to the natural limit.

The numbers have been increased recently and should be sufficient. The nuclear disasters are also tuned down so smaller numbers of relief supplies are needed. The reason for the limits is to prevent use of this feature to transfer large numbers of people between any countries.
