Detailed Description:
I propose that the next new world started should have the following qualities:
1) Twice as fast (like LU)
2) A war world - no secured mode (like FB)
3) Permanently closed to new players (you must have a country/enterprise in at least one other world)
# 3 is important for a few reasons. First, there won't be the risk of a new player signing up and not realizing what they are getting themselves into. Secondly, it will keep the world from filling up quicker than LU. Also, with plenty of countries free, certain rules, can be relaxed. For example, empires should be able to have more than 15 countries without high government costs.
