Detailed Description:

I think that you should have an Active Military, as well as a National Guard component. The National Guard would serve dual roles, just as they do in the US. Serve a federal mission of defending the country (you would be able to activate them for war), and a "State" mission of responding to Natural Disasters. If we had National Guard in the game, we wouldn't have to setup aid supplies for natural disasters... and we would have reserves for the active military.

This feature may add a lot of complexity to the military. It is quite complex as it is and more features are underway, more types of units, mission units etc. let?s wait and see where we are when all this is done.
