Detailed Description:
I ask to make it so if someone is at war with a C3 you can also go to war with the C3. Most folks can capture a round right after they declare on it, so why should they get 7 months were u cant go to war with that c3 (unless you use fed declare war) to go to war? Having the 1 player war limit on C3's is a HUGE annoyance.

Many beginners need the time to fight a war against a C3 country. It happened too many times when an experienced player mixed in and took a country that was nearly in the hands of a beginner. There are enough C3 countries to conquer. Let's leave the new players alone.
