Detailed Description:
Incentives need not be given to everyone who submits a poll or everyone who votes. It would be enough to provide a small bonus to anyone who submits a poll that becomes accepted by popular vote. That would increase the quality of polls submitted. Those facts, in turn, would increase participation in the voting process.
