Detailed Description:
how bout giving the security council an army so instead of forcing a peace treaty part of the security councils army will stand in one of the countries waiting for a peace treaty to be signed. but this will still give power for the other country to attack.

The issue here is who will be able to command that army. We have seen the SC give financial support to its own members. An army is an even larger risk. We have already improved the SC recently.
