Detailed Description:
If a country is at war and needs more solders, the president should be able to start a military draft to get more solders.

This is part of the game now. A country in war, will increase the number of weapons either by purchasing more weapons or bringing the weapons from the reserves. This will immediately initiate a draft with many mostly young people going to the army, leaving their jobs for the war. This is exactly what happens in simcountry when the number of weapons increases.
