Detailed Description:
Several polls have been made on this issue, and very few was done although promised by W3C. So again, I will make a poll about this issue. To stop suicide countries, a country owned by a trial member cannot build more than 10 bases and 10 airports. Moreover, the 1000 weapons minimum per base MUST be enforced for all members. If you agree that existing rules should be enforced, vote yes. If you want to continue to see suicide countries building around your empire, then vote no. Thank you.

Suicide countries are now impossible. A new player in the tryout period cannot attack any full member at all. We can of course limit the number of bases but this will be yet another limitation and we need a good reason.
Tryout members cannot do much damage with these bases, cannot be attacked as they have protection and secured mode so we fail to see the problem.
If we misunderstood, please resubmit with more specific cases and arguments.
