Merging Re-Thought Status: Was discussed before

Detailed Description:

I have re-read some of the merging discussions and I have a new idea. It makes sense to allow merges, but something needs to be done to balance this. I recommend that if you merge all your territories, the country score that is counted is then an average of ALL merged territories, not just the leader.

Empires never merged their countries. They kept running them as separate entities. We will keep our countries separated and running a very large empire must remain a challenge.
