Detailed Description:
I think exchanges of workers between nations within the same empire should be drastically increased, perhaps doubled. This would apply only to intra-empire deals. The max limit for countries within one's own empire should be, say, 400k. Vote yes if you think it should be increased, even if not by that much.

It is now possible to exchange 600.000 workers in a single day. The number is huge and already unrealistic. It means that with families included, you can more up to 2.000.000 people in three game months.
