Detailed Description:
I have noticed that not only KB, but most planets, have too many federations. I understand that it is fun to start a new group, but federations should require at least four (4) countries in order to be created. If you run through a list on virtually any planet, you'll see tons of federations that have only one or two members and a long list of invited. Minimizing all this extra junk makes it easier to browse for federations.

We agree. We will add a feature that will clean up federations if they have less than 3 members and are unable to grow beyond two members with two weeks.
