Detailed Description:
The people who play for free should be able to play longer for free. Also the people who play for free shouldn't be able to use secured mode. If you vote yes, then you are voting to make free players have no war protection, but you are letting them play longer.

This was rejected before. There is no reason to reintroduce suicide countries that can attack players, disappear and reemerge attacking more players. Full membership forces wars to be more realistic and brings serious players to the game.
