Detailed Description:
I tend to see huge empires who have 10 to 15 countries who are at war level 0 like Maestro for example. So to make this game more fair and realistic I think as soon as you have at least 5 countries, I think you should automatically be at war level 3 and the possibility of being attacked by other presidents.

If the empire conquered 10 or 15 countries it will of course be in war level 3. If the empire was created by purchasing countries, there is no reason to push it up to war level 3. There are many players who are only interested in the economic game and have build peaceful empires.
