Detailed Description:
Taking loans from the World Bank should be a last resort. I suggest that the option to sell bonds to one's populace be made available when one is in need of game cash. Do you agree?

Most loans are provided by players. Adding bonds that will be provided by the population is a complex feature that will be ignored by most players and it will make a minor change. Loans are now limited to 8T and with the increasing value of game money, will probably decline. There are many players who are capable of providing loans.
