Detailed Description:
Create a World Council below the Security Council with voluntary membership of the countries. The members could propose and vote on political resolutions submit by all, once approved the members must follow the council resolutions. As a non-member, the country are unaffected by any Council decisions.

Biological Weapons Ban
The Child Protection Act
Global AIDS Initiative
Each individual country would have a list visible for all, of all the resolutions that it approved. with this we can see the type of government, religion, politics that a country has, and decide or not, to trade, joint in a federation, declare war etc....

This feature is interesting. It does not enforce obligatory rules on countries but rather allow them to accept resolutions and abide by them by its own will without any enforced game rules.
