Detailed Description:
Not having enough workers of a certain level is frustrating to say the least. I propose that for a realistic time frame/cost that workers should be able to interchange (low <-> medium <-> high). The same would go for the other groups, that is managers (L <-> M <-> H <-> Ex), High tech (Eng <-> Srs <-> HTEx), Teachers (Elem <-> HS <-> Univ), and Medical (RN <-> MD <-> SrMD). This happens in the real world as people improve their situation, slow down as they get older, or have trouble (and have to have a less demanding job). Vote yes for realistic job shifts. Vote no for continued frustration.

Big monthly movements in the work force can take place each month. The numbers are large and hardly realistic. Workforce management is part of the game and can be improved by upgrading the efficiency of corporations and tuning the education system.
