Detailed Description:
It occurs to me that the current Radar Plane is the only means of intelligence gathering and that in comparison to real nations this is very much only one aspect of real intelligence gathering. I suggest that every country has an intelligence agency (like CIA, MI6, etc.) that it can fund and not only can this agency gather any information (at cost and risk) but also perform sabotage, it can do it to a nation at war or at peace and it a nation at peace discovers what the other nation is doing it is not an instant declaration of war, they can turn a blind eye if they want to - this most matches real world politics.
