Detailed Description:
I think that each country should have its own intelligence system. You would be able to convert military bases (I'm not sure whether offensive or defensive) into spy agencies, where you can recruit spies and send them to enemy cities even while not at war to gain sensitive information that security options may not allow you to see. Depending on the level of the enemy spy network, you may be caught and brought to justice by the Security Council. Vote yes if you agree that there should be spy networks Vote no if you think that there shouldn't be spy networks.

This was proposed before but must be specified, including the function in the game and advantages for the spying country plus measures others can take to discover these spies and eliminate them.
