Detailed Description:
I ask that only people who have voted 'yes' or 'no' have their votes counted, because many countries remain inactive for long periods at a time. This can ruin the voting process for subjects such as employing a new member into a common market, changing the rules of a federation/market, etc. Voting should utilize only the majorities of those who have voted. For example, it doesn't make sense if 3 people vote yes and 1 person votes no and the change is rejected because 10 other countries didn't do anything. Vote 'YES' if inactive votes should be discounted and 'NO' if the system should stay as-is.

If this is the case it will be fixed as it is an error. The voting process should only count the votes. Non voting members cannot be assumed to vote either for or against.
