Detailed Description:
The current limit of members we can have within a federation should be increased. Federations should be larger since most of the "sub" federations are already part of the same whole.

Currently, the "sub" federations are in fact different federations and fed functions are limited to a single group of countries. We fail to see why larger federation will add to Simcountry. It may make it even easier to destroy a single new country but is that what we are looking for?
What would be the right size? Do we want 200 countries in a federation or unlimited?
