Detailed Description:
The situation with the shortage of high level workers is ridiculous atm, i have to train workers in all my countries and convert them to high level workers to get the kind of corps i want, i always have a shortage of high level workers, i'm sure most will agree something needs to be done here, i also don't understand the limit on the number of workers per month that can be changed to llw's/mlw's/hlw's being capped at 50k per month, having to go to a country and convert trained workers to high level workers several times a day for a hell of lot a days just so i can build certain corps isn't fun, i propose that the limit able to be converted per month be increased to 100k per month, this is the least that should be done about this situation imo, vote yes to increase the limit, vote no to keep things as they are now. PS: this is something very simple to change so should be changed right away

We are tuning up the percentage of high-level workers to increase their numbers. This will be a more structural solution that the larger corrections.
