Detailed Description:
There ought to be a list that may be accessed which shows all of the inactive countries. Instead of Gamemaster putting these countries in a state that cannot be attacked and reclaiming all the population and assets back to C3 status, we the players should be allowed to attack them while they still have assetts and such. This seems like a win win situation for both the players and the Gamemaster!
