Detailed Description:
Currently, the number of Special Clinics, War Hospitals, and Back to Work Schools do not count towards the Health and Education Indexes. I propose that there be an update that would allow for these hospitals and schools to count in the Indexes. I don't believe they should count as much as a regular hospital or school, but just a little something to help compensate one's country for the costs that it incurs to run and operate the facilities.

This sounds like ?at the cake and have it?. The idea here is that you invest in these clinicks and as a result, you increase your work force. This proposal will decrease or eliminate the investment and keep the advantage. We think that the advantage is worth the small investment.
