sometimes you need help conquering a country and by yourself it can be difficult

Federations will help you fight a war against a real player who is defending himself and counter attacks.
C3 wars are currently used as a measure for your war qualities and fighting them with a federation will not reveal anything concerning the abilities of each of the members.
When C3 countries at much higher levels will be able to defend themselves more forcefully and also attack you when you fight them, federation wars may become an option.
