Federation Troops Status: Good. Hard to implement

Detailed Description:

I want to propose that each federation have its own army of troops donated by its members. The troops would be controlled by the chairman and will be stationed in their home countries. This would allow wars between a whole fed and a single country to be easier and not take so much time. Each player would just donate how ever many divisions or batallions they could and the chairman would decide how to use them in a time of war. This could be the same for navies. If you want this proposal passed select YES. If you dont select NO.
