In having federations. The federation should also have a detailed government. There should be a federation Chairman Vice Chairman (Optional - As a successor to the Chairman if he quits or his country is taken over) Head of Foreign Affiars - Deals with foreign deals and agreements between federations Head of Finance - consults with nations about financial issues and campaign for more money for the federation and its members Head of Defense - Advice members of the federation about potential threats and advice on how to build their military. Also leads in wars. Names can be changed like the Secretary of Defense or Ministry of Defense but the general idea is to create a governement for the federation so that members can get more involved in their federations.
