Detailed Description:
Presidents should be able to have a way of having their excess pop automatically transfered into the worker group eg llw mlw hlw that they choice. I believe the current system means that many presidents have to log in at least twice a day to be able to have their workers put into the group that they want, and you end up getting more ll and mlw with the current system. I have many countries that only need hlw but to do this requires manually exchanging.

The best way to stabilize the working groups is to tune your education in a way that fits the industry of your country. Many countries do it well and have balanced labor market. We have improved measures for beginners to help them balance their labor market until they know how to do it themselves. Moving people between groups is not a good way to do this. It is only used occasionally if the education system is not correctly balanced. You can use it and also try to balance your education.
