You can register and attack a free country and be in war within one minute. There is no waiting time and war starts immediately. The first war against a computer controlled country is also easier to win.
On the other hand, we do not want new players, and players starting a second account which is against the rules, to be able to bug full members with senseless wars. To attack a full member, you must be a full member and have some understanding of the game. You also need a larger army that takes some time to build.
