Detailed Description:
the Red Cross will be compiled of a large amount of relief resources. It can be used to aid nations that suffer from natural disaster and "war spills" from neighboring countries.
The red cross aid will have the following character:
1) the receiving country must have suffered a disaster within the game year
2) the aid is not in cash but only relief resources
3) no general voting required so the aid can get there before its too late
4) the sponsoring council member will automatically contribute same amount relief resource as the red cross aid.
This is an effort to make the aid to be given to nations truly in need in time and balanced by sponsor matching.
