Detailed Description:
I recently read Brandon0295's poll on disaster relief pertaining to getting your personnel back from medical and other teams rather than just having them disappear. I would go one step further. I would propose that non-consumable equipment, ie helicopters, should return to your country when you recall the disaster relief. It makes sense that you may lose a few, but if you send 50 helicopters, it doesn't make sense that none of them come back.

The country that received these resources, uses them for some time and should send them back. This is something that they should do if they play a fair game.
We may add such a function when we create the capability to move army units to another country and have them stay under the control of the deploying country. We could do the same with the relief supply units.
