i was a new player and i got a bit crazy on the defense i now have a huge amount being spend to support it and i am now going bankrupt, i am a full member also, i was wondering whether we might actually be allowed to destroy what we want in our own countries and if we mess up we face the consequences, who agrees??

You can easily discard weapons and reduce your cost. You can also move weapons to the reserves. Destroy in your own country? You cannot use weapons to attack objects in your own country.
