When it is necessary for the game masters to make adjustments to the maximum production of a type of factory downwards, it's important to adjust the contract quantities from that factory type downward also.
Otherwise, we get socked with penalties for not meeting production goals and have to adjust the contracts manually - which is a real pain.
Do not, however, adjust the contract quantities upwards when maximum production is increased. The recipient might not need the extra goods, or might not be able to afford them.
