Detailed Description:
While many players do not use the chat feature, part of that issue appears to be due to the entry of immature individuals into the chat who do various annoying things to interfere with existing conversations, such as insult people arbitrarily and make general fools of themselves. My suggestion would be for community based chat moderators who are regularly present in chat and understand the dynamics between existing players and their conversations. This would enable existing player conversations to continue on various topics but eliminate such things as random new players repeatedly flooding a chat room with random text or insulting people talking who don't drop an existing conversation to just pay attention to them. The reason I suggest community based versus generic moderation on the part of w3c would be to prevent a set of rules being applied that would stifle existing player interactions. Obviously someone being a general inconvenience would need to be warned and if they continued with their actions would need to be kicked. Repeated trouble making would necessitate in extreme cases a revocation of the "voice" priviledge in chat. Failing that option, the only choice from there would be a ban.
