Detailed Description:
Currently, if you have multiple countries in order for you to reach a certain level the game computes the avg of each index, if that avg meets the requirements then you get that level ex: 100 Defense (level 5) Slave = 50 Leader must be 150 to meet the requirement I think that this should be changed, so that the levels only take into account the leader indexes if you have say, 5 slaves,
its going to be very very hard, and extremely expensive to make all their indexes high enuff to reach high levels (i.e. 5 +)
In addition, this current system, discourages people from creating empires, I think that the creation of empires is good, and makes the game more realistic (not all countries are the same size)

Reaching high levels in one country is meaningless and trivial. To win awards, you must make sure your empire as a whole is in great shape.
