Detailed Description:
It is the if your population is too well educated and you are short of real workers, you can change the profession of some educated workers. But I would also like to be able change some of the workers to managers. This would give these the working poor a chance to obtain promotions and to move up in the world. Vote yes!!!

That option is in fact removing the need for the education system. If you can move anyone to any profession who needs educations? We think that education, and the time it takes plus the planning involved, is an important part of the game.
We might create an education booster or a take care of my country booster that will free players from these problems and take care of education and possibly other issues they choose to outsource.
