Detailed Description:
Currently corporations can take on debt by *receiving* money from an enterprise, or The World Bank. However, if individual enterprises, or corporations could *issue* debt, that is to say, create, for instance, 50Billion in bond debt, to raise capital, with a % yield on each bond held, then it could become a form of investment that is somewhere between a loan and a share. Would a 'bond market' be a welcomed addition for enterprises that need to raise capital, and for investors who wish to make "secure" money in a bond market?
